INTRODUCTION TO THE STRATEGIC PLANNING PROCESS
Despite an interesting 2020-2021 school year, Perry Public Schools continues to have success in the classroom, on the stage, on courts and fields, and on the mat. We are investing in our facilities and our people. The school board is committed to providing strong leadership and focus to continue this momentum. In order to do this, the board is embarking on a process to create a strategic plan that will advance our mission and establish a vision for the school district for the next several years.

Working in conjunction with the superintendent, our school administrators, and district stakeholders, a steering committee will be formed to provide advice and forward thinking as we work together to develop a solid strategic plan. This committee will identify key issues and questions that will have a particularly strong impact on the future of our school district, and make recommendations to ensure a successful, district-wide effort in which all will have the opportunity to share their viewpoints and perspectives. The steering committee will seek out additional members of the community, as needed, for further exploration and feedback to uncover emerging goals and opportunities. To assist us with the coordination of this comprehensive project, we have engaged an experienced strategic planning facilitator, Rebecca Eastham, Ph.D, of Meridian Technology Center in Stillwater.

The community is an important part of our strategic planning process. There will be two primary ways for parents, grandparents, alumni, local businesses and citizens of Perry to provide input. First, a survey will be available on the school website from April 5 to April 19. Paper copies of the survey will also be available in the school site offices. Additionally, Rebecca from Meridian Tech plans to be in Perry to host a Strategic Planning Community Conversation at a later date. The Perry community is invited to attend this meeting to learn more and also provide input and suggestions on strategic initiatives, and for the district.

We look forward to an engaging and inclusive process that brings forth our best thinking about the future of Perry Public Schools and what we as a community are called to do in the years to come. Thank you in advance for your engagement in this important work.

GOAL 1: Wholistic Communication Plan

  1. Implement annual survey, focus groups, and statistics analysis 
  2. Identify, evaluate and enhance communication methods

GOAL 2: District-Wide Tiered System in Response to Intervention (RTI) Model 

  1. Collaboration on elementary level

  • STAR / AR / Benchmark tests
  • Student attendance

GOAL 3: Balanced Budget

  1. Create a comprehensive financial plan for ongoing facility maintenance updates.
Measures of Success:
  • Perry teacher salary schedule consistently 2% above state salary schedule
  • Appropriate carryover
 

GOAL 4: Facility Planning (15-year)

  1. Build facility assessment and facilities working document
  2. Develop and implement STEM Center plan
  3. Evaluate long-term bus barn plan
  4. Identify creative funding solutions/proposals

  • Best-in-class facilities
  • Annual survey and healthy data
  • Awareness and knowledge around facilities in PPS system
 

GOAL 5: Bond Planning

  1. Evaluation and documentation of current bond
  2. Planning session with local and state officials

  • New partners and avenues for future planning
 

GOAL 6: Enhanced Transportation 

  1. Evaluate current fleet and develop asset replacement plan
Measures of Success:
  • Safe, high-quality transportation of PPS district
  • Communicated plans and needs to students, staff and Perry community
 

GOAL 7: Attract

  1. Tell “the story” of Perry Public Schools
Measures of Success:
  • By 2027, be in the top ⅓ of the state for certified and support staff salary
  • By 2027, be in the top ⅓ of the state for supplemental salary (i.e. coach/extra duty stipends)
  • Increase teacher retirement
 

GOAL 8: Recruit

  1. Explore engagement strategies for employee recruitment 
  2. Create staff evaluation and pay incentive program
Measures of Success:
  • Recruitment & engagement plan (list of active recruit potentials and attend job fairs)
  • Becoming a renown best-in-class place to work (i.e. awards, etc.)
 

GOAL 9: Retain

  1. Implement sustainable employee onboarding program
  2. Develop staff retention plan
  3. Create community welcome package for new hires
Measures of Success:
  • Perry staff retention rate at or above 65% for three consecutive years by 2027
 

Business and Team Summary:

In August 2021 - June 2022, a group of key individuals from the Perry Public Schools staff, members of the board of education, and members of the community met to discuss the current goals of Perry Public Schools, and where they would like to take those goals, aspirations, and dreams from a strategic perspective in the coming five years. The Perry Public Schools Strategic Planning Committee exists to develop and oversee implementation of strategic goals within the five-year strategic plan by remaining committed to ensuring all efforts are in alignment with serving the community, providing high-quality education and a safe, caring environment for its students.
